the Wall Street Journal. On the heels of a boom in weight-loss surgery, researchers are
seeing a new phenomenon, a growing number of patients who are able to overcome overeating,
but end up with new disorders, such as alcoholism, gambling and compulsive shopping.

"Play it Smart-Drink Responsibly," but offers no definition for responsible,
low-risk drinking. Two years ago, the F.E. Warren Air Force Base in Cheyenne, Wyoming adopted
an objective standard which reduced alcohol-related incidents among airmen by 75 percent. Now
the U.S. Naval Academy has adopted the 0-0-1-3 standard for their new recruits at Annapolis.
